The United States, as of 2012, is reported to have about 89,055 local governments (Anisa 1). One of these local governments in the state of California. California has a complex and extensive system or structure of local government that has the mandate of managing public functions all over the state. Like other states, California is distributed into counties. It provides services countywide, such as jails, law enforcement, elections, tax collection, health care, public health, flood control, animal control, ambulance services, building inspections, and fire protection (Janiskee and Masugi 105). United States’ counties have police and taxing powers. Furthermore, a metropolitan area commonly consists of multiple municipalities and jurisdictions that include cities, townships, neighborhoods, districts, and counties.
